About
Cassius Dio records that Augustus fortified his victory camp and ran walls down to connect it to Comarus, the outer harbor on the open Ionian side, distinct from the calmer Ambracian Gulf anchorage. This gave the new city dual sea access — sheltered gulf trade on one side and open-water shipping on the other. It functioned as Nicopolis's working port for the whole of the early empire.
