Conquered from 43 CE, still only two-thirds occupied by 117 — the Scottish Highlands and most of Wales sat outside direct control. Three legions garrisoned the frontier, the highest legion-per-taxpayer ratio anywhere in the empire. Hadrian's Wall was five years off; in 117 the northern line ran along a looser chain of forts the new emperor would soon replace with stone.
